• The player should usually be able to play more quickly than that and is encouraged to do so.

Quindi non un OBBLIGO sanzionabile (anche se potrebbero essere introdotte), ma una RACCOMANDAZIONE. Potrebbe anche essere introdotto un tempo massimo per giocare un giro o un certo numero di buche:
